Notice of Initiation of Bargaining for area school principals
This circular is about Initiation of bargaining for a new collective agreement covering area school principals.
This circular replaces This circular does not replace any other.
The action needed is To bring the Notice of Initiation of Bargaining to the attention of all employees whose work is covered by the Area School Principals’ Collective Agreement 2013-2016 (the Agreement), within ten days of receipt of this circular.
It is intended for Chairpersons of Boards of Trustees (or Commissioner) and Principals of state or state integrated area schools.

Introduction
Section 43 of the Employment Relations Act 2000 (the Act) requires that, on receiving a notice of intention to bargain for a collective agreement under the Act, details of that notice are to be drawn to the attention of all employees who come within the coverage of the intended agreement within ten days of receiving that notice.
Initiation of Bargaining - Area Principals
On 8 April 2016 the Ministry of Education received formal notification from the New Zealand Educational Institute Te Riu Roa (NZEI Te Riu Roa) and the New Zealand Post Primary Teachers’ Association Te Wehengarua (PPTA Te Wehengarua) that they are initiating bargaining to renegotiate the Agreement. The proposed agreement is intended to cover principals that fall within the coverage clause of the Agreement and who are employed in a state or state-integrated area school.
The intended parties to the proposed agreement are NZEI Te Riu Roa, PPTA Te Wehengarua and the Secretary for Education acting under delegation from the State Services Commissioner. The proposed agreement will bind the employees within the coverage of the Agreement who are, or become, members of NZEI Te Riu Roa or PPTA Te Wehengarua and every employing Board of Trustees (or Commissioner). The current Agreement expires on 1 June 2016.

Notice of Initiation of Bargaining Area School Principals
By notice dated 8 April 2016 the New Zealand Educational Institute Te Riu Roa (NZEI Te Riu Roa) and the New Zealand Post Primary Teachers’ Association Te Wehengarua (PPTA Te Wehengarua) formally notified the Ministry of Education that they are initiating bargaining to renegotiate the Area School Principals’ Collective Agreement 2013-2016 (the Agreement).
For the purposes of this notice, “employer” means every Board of Trustees (or Commissioner as appropriate) of a state or state-integrated area school.
The intended parties to the proposed collective agreement are NZEI Te Riu Roa, PPTA Te Wehengarua and the Secretary for Education (acting under delegation from the State Service Commissioner issued in accordance with the State Sector Act 1988). The agreement sought will bind all employees who fall within the coverage clause of the Agreement who are or become members of NZEI Te Riu Roa or PPTA Te Wehengarua during the term of the proposed collective agreement, and their employers.
