Proposed changes to the Export Education Levy

Proposed changes and rationale

We are proposing to:

  • reduce the percentage rate and remove the flat fee component - so providers pay less
  • allocate some funds from the EEL on a variety of additional activities over the next few years - with an initial focus on initiatives to improve the wellbeing and safety of international students in New Zealand.

An increase in the EEL equity balance over the past two years has been driven by stable EEL expenditure and more revenue from tuition fees due to strong international student enrolment growth. The latest EEL projections indicate that the equity balance is likely to rise to $11.7 million within the next five years, assuming an annual 5% increase in international tuition fee revenue (excluding interest) and stable expenditure.

Consultation process and timeframe

We encourage all international education providers and other relevant stakeholders to have their say on these proposals.

You can do this by:

  • completing the feedback section of the consultation discussion document (Part 4) and emailing or posting it back to us at:
  • completing our online survey

Depending on your comments, these surveys should only take you 15-30 minutes.  Your feedback will help us to make better informed decisions. We will analyse your feedback and develop final proposals based on your comments. Any feedback you provide will be confidential to those involved in analysing the consultation data.  No individuals will be identified in the final analysis.  If you provide us with contact details at the end of the survey, we may seek further clarification on your perspective. 

Timeframe

Feedback to these proposals is due by 8 September 2016.

We will be analysing your feedback and developing final proposals based on your feedback in September and October.

You will be notified of the finalised proposals by early November 2016.

We expect that any changes to the EEL will take effect from 1 January 2017.
